Established in 1990, Davey | Brogan quickly became a preeminent maritime law firm. Philip N. Davey started the firm to bring personalized service to vessel owners and operators and to the maritime community at large. His 45-year career attests to his devotion to that goal. Patrick Brogan committed to the firm at its inception. His experience as a merchant marine engineer and an attorney with the Judge Advocate General’s corps of the U.S. Navy, helped firmly root the firm in the practice of Admiralty and Maritime Law. Through the ensuing 30 year history, the firm has become known globally and as one of Norfolk’s most respected.

With the inclusion of Ann Brogan as a member of the firm, and her impressive understanding of business law, the firm has grown beyond its original concentration in Admiralty & Maritime law. It now specializes in litigation in both federal and state courts for Transportation Law, Business Law and Premises Liability Law, along with a high proficiency in the law of insurance associated with each concentration.

Patrick M. Brogan joined the firm January 1, 1991, upon completion of a tour of duty in the U.S. Navy’s Judge Advocate General’s Corps, where he was a trial attorney for Court Martial and assisted in investigations into marine casualties for the Commander-in-Chief of the Atlantic Fleet.
